Visión general:

In line with the mission of the Port of Huelva, the «Intermodal Platform of the Port of Huelva» Project is part of the Strategic Plan 2012-2017 with a vision to 2022, whose overall objective is to make the Port of Huelva a port of reference in South-Atlantic Europe, not only in the energy and hydrocarbon sector, but also by boosting its traffic in the agri-food and mining sectors, as well as its associated logistics. Based on this, the «Intermodal Platform» Project focuses on the development of works that improve the interoperability of the transport services offered by the Port’s Intermodal Platform, through actions such as the following:

• * Upgrading of the intermodal rail interchange facility for bulk cargo.
• * Works to adapt the railway terminal to accommodate 750 m long trains.
• * Improved road accessibility to the intermodal terminal.
• * Improved security systems and information flows within the terminal and along the logistics chain.

The project is co-funded by the CEF (Connecting Europe Facility) Programme and runs from 2016-2020 with a total investment of €12,301,539 (funding granted: €2,460,308). 

Objectives:

The general objective of the «Huelva Port Intermodal Platform» project is to improve transport possibilities in South-West Europe thanks to a greater development of intermodality in the Port of Huelva.

The improvement of the service and intermodal connection of the Port of Huelva will achieve that the current road transport flows in the region are diverted to rail transport, thus relieving the bottlenecks that form in Madrid and the Pyrenees to the North (Atlantic and Mediterranean Corridors) and in the Canary Islands and the Strait of Gibraltar to the South. 

The specific objectives of the «Intermodal Platform of the Port of Huelva» project are as follows:

• * To promote the mobility of goods in the European South-Atlantic arc by improving intermodality in the transport managed by the Port of Huelva.
• * To reduce emissions derived from the transport of goods in the European South-Atlantic Arc by means of a more efficient and environmentally friendly operation of the Port of Huelva’s infrastructures.
• * To promote the increase of North-South rail transport in Spain and with Portugal, favouring the integration of goods coming from or destined for the Canary Islands and Africa, giving space to mining traffic from the pyritic belt and other Andalusian areas, reducing pressure on bottlenecks.
• * To make the Port of Huelva known as a port of reference in South Atlantic Europe.

The «Huelva Port Intermodal Platform» project is divided into seven activities as shown in the figure.

Results:  

To date, the main works completed are those derived from Activity A2 of the project (Improvement and adaptation of the intermodal terminal).  Some images of these works are shown below.

Objectives:

The ECO-GATE project aims to study the improvement of the efficiency of the conventional and natural gas vehicle market and its connection to the European Rhine-Danube and Mediterranean corridors through new technologies and innovative solutions for refuelling logistics services, clean fuels, refuelling infrastructure, vehicle and component manufacturers and operational processes.

As a result of the project, 23 refuelling stations will be built. In this way, ECO-GATE is one of the most ambitious projects in the conventional and renewable natural gas vehicle market with infrastructure deployment along the Atlantic Corridor and the Mediterranean Corridor through new technologies and innovative solutions.

ECO-GATE will enable the rapid and massive deployment of this alternative fuel through a significant reduction in unit cost and a better understanding and knowledge of customer needs.

The project is co-funded by the CEF (Connecting Europe Facility) Programme and runs from 2017-2019 with a total investment of €19,720,834 (Funding awarded: €9,860,417).

The ECO-GATE project involves a consortium of 25 entities from four countries (Spain, France, Germany and Portugal), the project coordinator being GAS NATURAL MADRID.

The Port Authority of Huelva participates in this consortium, composed, among other entities, by: natural gas operators, technology and service providers, end users and experts in market knowledge and promotion.

SAMOA, Port Authority Meteorological and Oceanographic Support System, is a project co-financed by the Port Authorities and Puertos del Estado, which aims to provide ports with customised oceanographic and meteorological information consultation and exploitation systems.

SAMOA arises as the extension to the entire port system of the tools developed in the SAMPA project, which was carried out in the Bay of Algeciras Port Authority. This project involved the implementation of a new concept of support system for the operation of the ports of Algeciras and Tarifa.

The main objective of the project is to provide each Port Authority with personalised ocean-meteorological information adapted to their needs. The service consists of various modules (improved instrumentation and new forecasting systems), which are accompanied by value-added systems that allow better exploitation of the same.

A total of 18 port authorities are participating in the project, led by Puertos del Estado.

The EALING Project is the first phase of the global project «European flagship action for cold ironing in ports». It consists of a study that proposes a common harmonised and interoperable framework for the entire European Union, from a technical, legal and regulatory point of view, favouring the transition to electrification for 16 of the most important maritime ports in the EU that participate in the EALING consortium, developing the implementation of OPS (Onshore Power Supply) infrastructures and equipment.

The Ealing Project is part of a Global Project that expresses the need to accelerate the effective deployment of OPS solutions in EU seaports by fostering close cooperation between all stakeholders in the maritime sector.

The idea of the EALING Global Project – and the first phase of the EALING project – stems from the need to move towards a more competitive and sustainable TEN-T Maritime Network, responding to the key challenges arising from the new European Green Pact, the 2014 / 94 / EU Directive on Alternative Fuels Infrastructure and the «Sustainability» pillar of the Motorways of the Sea 2020 Detailed Implementation Plan.

The project is co-financed by the CEF Programme (Connecting Europe Facility) and runs from 2020-2023 with a total investment of €6,960,240 (Funding granted: €3,480,120).

A consortium of 22 from different European countries participates in the EALING project, being the coordinator of the project the ValenciaPort Foundation.

The Port Authority of Huelva participates in this consortium, made up, among other entities, of: Spanish, Italian and Irish port authorities, among other nationalities, and

Objectives:

The objectives of the Ealing project are:

• Assess the operational and environmental performance of the ports involved, for the supply of different vessels (ro-ro, ro-pax, container ships, ferries);
• Contribute to the development of a harmonised and interoperable EU framework for the deployment of OPS infrastructure and equipment, in accordance with the EU technical, legal and regulatory framework;
• Develop the necessary technical, environmental, socio-economic and financial studies to accelerate the start of OPS infrastructure works;
• Implement OPS infrastructures in at least 16 EU ports, located in different sea basins: Mediterranean, Black Sea, Atlantic and North Sea.
• Contribute to the development of a common harmonised and interoperable framework to facilitate the deployment of OPS infrastructures;
• Ensure port-to-ship compatibility in the TEN-T, for ships calling at participating ports;
• Develop the necessary technical, financial, legal and environmental studies to prepare and accelerate the implementation of OPS facilities and equipment.
