INTERMODAL PLATFORM PORT OF HUELVA

Visión general:

In line with the mission of the Port of Huelva, the «Intermodal Platform of the Port of Huelva» Project is part of the Strategic Plan 2012-2017 with a vision to 2022, whose overall objective is to make the Port of Huelva a port of reference in South-Atlantic Europe, not only in the energy and hydrocarbon sector, but also by boosting its traffic in the agri-food and mining sectors, as well as its associated logistics. Based on this, the «Intermodal Platform» Project focuses on the development of works that improve the interoperability of the transport services offered by the Port’s Intermodal Platform, through actions such as the following:

  • * Upgrading of the intermodal rail interchange facility for bulk cargo.
  • * Works to adapt the railway terminal to accommodate 750 m long trains.
  • * Improved road accessibility to the intermodal terminal.
  • * Improved security systems and information flows within the terminal and along the logistics chain.
 
The project is co-funded by the CEF (Connecting Europe Facility) Programme and runs from 2016-2020 with a total investment of €12,301,539 (funding granted: €2,460,308). 

Objectives:

The general objective of the «Huelva Port Intermodal Platform» project is to improve transport possibilities in South-West Europe thanks to a greater development of intermodality in the Port of Huelva.

The improvement of the service and intermodal connection of the Port of Huelva will achieve that the current road transport flows in the region are diverted to rail transport, thus relieving the bottlenecks that form in Madrid and the Pyrenees to the North (Atlantic and Mediterranean Corridors) and in the Canary Islands and the Strait of Gibraltar to the South. 

The specific objectives of the «Intermodal Platform of the Port of Huelva» project are as follows:

  • * To promote the mobility of goods in the European South-Atlantic arc by improving intermodality in the transport managed by the Port of Huelva.
  • * To reduce emissions derived from the transport of goods in the European South-Atlantic Arc by means of a more efficient and environmentally friendly operation of the Port of Huelva’s infrastructures.
  • * To promote the increase of North-South rail transport in Spain and with Portugal, favouring the integration of goods coming from or destined for the Canary Islands and Africa, giving space to mining traffic from the pyritic belt and other Andalusian areas, reducing pressure on bottlenecks.
  • * To make the Port of Huelva known as a port of reference in South Atlantic Europe.

 

Structure: Work packages and activities.  

The «Huelva Port Intermodal Platform» project is divided into seven activities as shown in the figure.

 

Results:  

To date, the main works completed are those derived from Activity A2 of the project (Improvement and adaptation of the intermodal terminal).  Some images of these works are shown below.

Objectives:

The ECO-GATE project aims to study the improvement of the efficiency of the conventional and natural gas vehicle market and its connection to the European Rhine-Danube and Mediterranean corridors through new technologies and innovative solutions for refuelling logistics services, clean fuels, refuelling infrastructure, vehicle and component manufacturers and operational processes.

As a result of the project, 23 refuelling stations will be built. In this way, ECO-GATE is one of the most ambitious projects in the conventional and renewable natural gas vehicle market with infrastructure deployment along the Atlantic Corridor and the Mediterranean Corridor through new technologies and innovative solutions.

ECO-GATE will enable the rapid and massive deployment of this alternative fuel through a significant reduction in unit cost and a better understanding and knowledge of customer needs.

The project is co-funded by the CEF (Connecting Europe Facility) Programme and runs from 2017-2019 with a total investment of €19,720,834 (Funding awarded: €9,860,417).

Partners:

The ECO-GATE project involves a consortium of 25 entities from four countries (Spain, France, Germany and Portugal), the project coordinator being GAS NATURAL MADRID.

The Port Authority of Huelva participates in this consortium, composed, among other entities, by: natural gas operators, technology and service providers, end users and experts in market knowledge and promotion.

Activities: 

The activities foreseen in the ECO-GATE project are classified into seven main groups:

  • Activity 1: Preparatory study. 
  • Activity 2: Innovative solutions for the Natural Gas market. 
  • Activity 3: Pilot implementation. 
  • Activity 4: Monitoring and analysis. 
  • Activity 5: Deployment Plan. 
  • Activity 6: Management and coordination.
  • Activity 7: Communication.

SAMOA, Port Authority Meteorological and Oceanographic Support System, is a project co-financed by the Port Authorities and Puertos del Estado, which aims to provide ports with customised oceanographic and meteorological information consultation and exploitation systems.

SAMOA arises as the extension to the entire port system of the tools developed in the SAMPA project, which was carried out in the Bay of Algeciras Port Authority. This project involved the implementation of a new concept of support system for the operation of the ports of Algeciras and Tarifa.

The main objective of the project is to provide each Port Authority with personalised ocean-meteorological information adapted to their needs. The service consists of various modules (improved instrumentation and new forecasting systems), which are accompanied by value-added systems that allow better exploitation of the same.

A total of 18 port authorities are participating in the project, led by Puertos del Estado.

The EALING Project is the first phase of the global project «European flagship action for cold ironing in ports». It consists of a study that proposes a common harmonised and interoperable framework for the entire European Union, from a technical, legal and regulatory point of view, favouring the transition to electrification for 16 of the most important maritime ports in the EU that participate in the EALING consortium, developing the implementation of OPS (Onshore Power Supply) infrastructures and equipment.

The Ealing Project is part of a Global Project that expresses the need to accelerate the effective deployment of OPS solutions in EU seaports by fostering close cooperation between all stakeholders in the maritime sector.

The idea of the EALING Global Project – and the first phase of the EALING project – stems from the need to move towards a more competitive and sustainable TEN-T Maritime Network, responding to the key challenges arising from the new European Green Pact, the 2014 / 94 / EU Directive on Alternative Fuels Infrastructure and the «Sustainability» pillar of the Motorways of the Sea 2020 Detailed Implementation Plan.

The project is co-financed by the CEF Programme (Connecting Europe Facility) and runs from 2020-2023 with a total investment of €6,960,240 (Funding granted: €3,480,120).

A consortium of 22 from different European countries participates in the EALING project, being the coordinator of the project the ValenciaPort Foundation.

The Port Authority of Huelva participates in this consortium, made up, among other entities, of: Spanish, Italian and Irish port authorities, among other nationalities, and

Objectives:

The objectives of the Ealing project are:

• Assess the operational and environmental performance of the ports involved, for the supply of different vessels (ro-ro, ro-pax, container ships, ferries);
• Contribute to the development of a harmonised and interoperable EU framework for the deployment of OPS infrastructure and equipment, in accordance with the EU technical, legal and regulatory framework;
• Develop the necessary technical, environmental, socio-economic and financial studies to accelerate the start of OPS infrastructure works;
• Implement OPS infrastructures in at least 16 EU ports, located in different sea basins: Mediterranean, Black Sea, Atlantic and North Sea.
• Contribute to the development of a common harmonised and interoperable framework to facilitate the deployment of OPS infrastructures;
• Ensure port-to-ship compatibility in the TEN-T, for ships calling at participating ports;
• Develop the necessary technical, financial, legal and environmental studies to prepare and accelerate the implementation of OPS facilities and equipment.

CORE LNGAS HIFE PROJECT

Objectives:

The aim of the project is to develop an integrated, safe and efficient logistics chain for the supply of liquefied natural gas, LNG (small scale and bunkering) as a fuel in the transport sector, especially maritime, in the Iberian Peninsula.

CORE LNGas hive contributes to the decarbonisation of the European Mediterranean and Atlantic corridors and is a further step in the race to reduce emissions, promote clean energy for transport and care for the environment promoted by the European Union.

The CORE LNGas hive initiative has been selected for the development of the Trans-European Transport Network (Call 2014), and will receive funding from the European Commission of 16.5 million euros. The total investment in the project will be €33 million.

Partners:

The project, led by Puertos del Estado and coordinated by Enagás, has 42 partners in Spain and Portugal: 8 public institutions; 13 port authorities, including Huelva, and 21 industrial partners such as shipping companies, LNG operators and suppliers of different services within the value chain.

Activities:

25 sub-activities: 14 studies and 11 studies with pilot projects. The Port Authority of Huelva participates in the following:

EV7: Berth for the supply of LNG as fuel in the Port of Huelva (Leaders).

Engineering design of a multimodal berth for the supply of LNG as fuel in Huelva.

The overall project is the Spanish flagship initiative LNGHIVE2 for the development of the Liquefied Natural Gas (LNG) marine fuels market in Southern Europe. The objective of this Action is to give Spain the possibility to offer a comprehensive solution to the new requirements of the maritime and railway sectors.

The activities to be carried out include the adaptation of the Huelva and Valencia LNG regasification plant to offer bunkering and small scale services, the construction of an LNG supply barge and the introduction of LNG as a fuel in a green maritime-rail corridor between the Port of Huelva and the dry port of Majarabique in Seville, through the retro-fitting of a diesel locomotive to LNG and the construction of a gas station. 

 

Structure: Work packages and activities

 

 

The activities to be carried out in the Port of Huelva are:

 

1. Green Rail Corridor (by means of LNG-powered rail traction) between the Majarabique and Muelle Sur terminals, both in the Port of Huelva.

The Port Authority of Huelva will promote the creation of an integral green logistics corridor between the two intermodal platforms managed by the Port Authority of Huelva: Muelle Sur in the port of Huelva (port of the basic TEN-T network) and the Majarabique Intermodal Railway Platform in the province of Seville (strategic point within the Mediterranean Corridor of the TEN-T Network), using LNG as fuel for rail traction.

This action will make the Seville – Huelva corridor more competitive, both in terms of costs and environmental savings, which is expected to increase the competitiveness of the corridor and consequently increase the modal transfer from road to rail. To carry out this action, the APH will work closely with ENAGÁS, RENFE and ADIF.

Some of the most outstanding activities to be carried out in this action are the adaptation of a diesel locomotive to LNG including the transformation of the locomotive engine to LNG and the installation of LNG tanks; together with the processes of integration, accreditation and training of the locomotive, improving the environmental impact on rail transport between Majarabique and the South Quay of the Port of Huelva.

As a complement to the development of the Port of Huelva’s integral green logistics corridor, Enagás will proceed with the construction of an LNG station at the Majarabique dry port, with the active participation of ADIF, the owner of this land.

This automatic LNG facility will be able to supply LNG, in addition to the LNG locomotive, to road vehicles, both heavy and light transport.

                                                                     

 

2. Adaptation of the Enagás plant at the Port of Huelva

This activity will be developed by Enagás and will allow the efficient supply of LNG to a wide range of ships and barges.

                                                                                    

 

3. Development of a system for MTTS supply of LNG to any means of transport

This system will serve to provide complementary LNG bunkering services to ships calling at the Port of Huelva. As a result of this action of the Project, the MTTS system of the Port of Huelva will be able to provide LNG bunkering services in optimal conditions to ships with less than 500 m3 of fuel tank.

The I RAIL Project aims to boost rail freight transport in Europe through the exchange of information in a digital and harmonised way, improving the efficiency and quality of rail services, reducing operating costs and, ultimately, helping to increase the share of rail freight transport in Europe.
The I RAIL Project involves the main actors of the rail freight sector (railway companies, infrastructure managers, port authorities, wagon owners, intermodal operators and customs institutions) from Spain, Portugal and Italy, with the support of the European Union Railway Agency and the Spanish Railway Safety Agency.
The I RAIL Project aims to improve interoperability and safety in rail freight through the digitisation and use of TAF TSI standards (Technical Specifications for Interoperability applied for Telematics Applications for Freight), in accordance with the Interoperability and Safety Directives.
The main objective of the Interoperability Directive 797/EC/2016 is to improve interoperability in the exchange of information in European rail freight services through digitisation and the use of TAF TSI (Technical Specification for Interoperability for Telematics Applications in Freight Transport) technical standards.
In turn, the Safety Directive 798/EC/2016 aims to digitise the procedures established by railway undertakings in their Safety Management Systems, with the aim of guaranteeing safety in the management of their operations, in compliance with the Safety Directive 798/EC/2016.

The main benefits derived from the digitisation and implementation of TAF TSI standards are:
• Improve communications between the different railway players in terms of speed and quality.
• Ensure that the management of railway operations is carried out in a safe manner.
• Create more efficient processes through better planning of intermodal operations.
• Reduction of operating costs in railway undertakings.
• Increasing rail competitiveness by helping to reduce road congestion by shifting freight to rail.
The project is co-financed by the CEF Programme (Connecting Europe Facility) and runs from 2019-2022 with a total investment of 11,957,065 € (funding granted: 4,782,826.09 €).
